[CW] FCC Releases 71 page NPRM

One effect of this change that I think will happen is
the loss of your 3700 to 3725 khz CW section to Canadian SSB stations...
When the US SSB ops come down 25khz on 80 meters
to 3725 most of the Canadian SSB stations will also shift
25 khz down to get a clear spot, so the CW ops will
lose out in this repect.
However, for the amount of CW I hear on 80M it doesnt make much difference,
there is a lot of unused CW space
every evening.
