NO!! I do not agree. Anyone who operates HF and understands that power lines
have not been balanced since 1930, if then, will understand that BPL would
not fall under carrier current but under unwanted radiation. In addition to
that, no one needs BPL "service". If I misunderstood that you did not want the 
HF bands to be wiped out, I apologize in advance!
