[CW] no code fix

I think that might result in some real problems. Such as making 'phone even 
more attractive to the unknowing newcomer. Also, it might make enemies of the 
data folks.

I say we keep code testing for all HF/MF. If that doesn't fly, then there 
should be true CW-only parts of each band created. About the lower 15-20% of each 
band is reasonable.
