[CW] Etiquette(SP!) question...

Respond to anyone who you hear, whether you can copy well or not.  Thats what ham radio is about.  You call CQ, he responds and then you do what you can to get him thru.  At least he will know he is getting out somewhat.  Personally, I feel its like ignoring someone on the street that says hello.  I have at least a personal responsibility to respond with a nod, after all thats just good manners.
