I wouldn't have thought that was the reason, there's quite a lot of cw,
and data, in the 5MHz band anyway.
UK amateurs (experimentally, with an appropriate variation to their
license) are authorized to use 5280KHz for cw and narrow (<600Hz) data
and 5290KHz for wide-band (>600Hz) data as well as 5260KHz for voice
and 5405KHz for all modes, with 5400KHz as the primary voice calling
frequency.
