[CW] Raspy CW tone

I usually give a report like "473" to indicate bad tone on a moderately
strong signal, and then indicate what the problem was during the QSO.
Sending 3 for Tone means "Rough a.c. tone, rectified but not filtered". I
think too many ops send "9" automatically for tone.
