[CW] EMERGENCY COMMUNICATIONS

One of the rules of communications is that no matter what mode or speed, the 
users will fill it up.  In US Embassies, we went from CW, with 3 or 4 ops full 
time, to teletype at 75 baud, and they filled one then two circuits all day 
long.  We went to 300 baud circuits, and they filled it.  We went to 1200, and 
again couldn't keep up.  We went to 9.6, and finally, we had a breather. Then 
they cut the number of operators, and guess what?  Yep, same hours, more work. 
 What you must insist on, during emergency operations, is that traffic must 
be operationally an EMERGENCY message.  Calls for medical help come before 
looking for some child's pet canary.  Sorry PETA, humans come first.
