Folks,

First let me say that I am 100% FOR keeping code tests. I don't see how a 5 
wpm code test is a problem.

Which majority?

Back a year or two, there was a meeting of IARU Region 3 member societies. 
They took a vote on code testing policy. Only the ARRL rep voted to keep it - 
every other society in Region 3 that was at the meeting voted to eliminate it.

This was after FCC had said in the Restructuring R&O that code testing served 
"no regulatory purpose" except compliance with the treaty.

Soon thereafter, the BoD changed the policy from "support" to "no comment" or 
some such non-position.

Or maybe they see it as an unwinnable situation, and are backing out ahead of 
time.

But the fat lady ain't sung yet. Wouldn't it be wild if the treaty survives 
because of a coalition of former-Soviet and African/Arab states?
