[CW] Windows program to generate CW on sound card?

I'm trying to find a program that will let me generate CW from a text file 
over my PC sound card.  I've found piles of programs, but each one has 
limitations: DOS-based, poor sounding tone, only up to 35 wpm, etc...

Can someone point me to a piece of software that includes the following 
features?

- plays CW from text file over the sound card
- allows sending up to 100 WPM
- has decent sounding tone (and better yet, configurable)
- runs under Windows 2000
