The Radio Society of Great Britain has been involved in discussions
concerning this for some time now.   They are currently monitoring
PLT in Scotland and Winchester, England.  I don't know if there's 
anything on their website, I'll take a look later.  

There have been a number of articles about PLT, giving technical 
details etc., in their magazine "RadCom" over the past few years.
