You mean filling out a test for someone else? You mean taking the test for
them?
Pretty disgusting.
One thing though, when I went to the FCC, no one ever asked for
identification. I didn't have any! (I was 13 when I took my Novice, 14 when
General - and we had to wait 2 years to take extra, so I was 16 when I got
my Extra....
When I took my commercial licenses, they asked for a discription for the
'phone license - brown hair, brown eyes, and height and weight. So you'd
have to look the same to take the test for someone else.
When you took the commercial telegraph licenses, they wanted a photograph -
so I guess that eliminated cheating.
I think you're exactly on the money about the VECs and the FCC-
I learned that W5YI had his commercial telegraph license, I think I'll
research it and see if he got it through the VEC program. Even if he
didn't, he won't be the first traitor to the truth. I had an acquaintance
who worked for COMSAT (the satellite marine people) and he wrote anti-CW
stuff when working for COMSAT. He later appologized saying COMSAT was his
paycheck, and what else could he do? I understood. It is difficult to
knuckle down when challanged with paying the bills, after all, COMSAT would
just hire someone else to lie for them, and he'd be out of a job.
you might want to read the paper I presented to congress back in the 1980s
when they wanted (and did) eliminate CW from ships. http://www.qsl.net/n1ea
search (Control F) for congress and you should find the link. Then when you
get the page, search for weaver and you should find Walter Weaver of the
FCC's Radio Operator's Branch (then) and his comments - very very revealing.

Very good David. You took a lot of time to write a long letter. But I'll
make mine short. Have been a ham since 1974. Have seen a lot bad stuff on
the bands. I will not get on the soap box. But will say this. I received my
ticket before the FCC. When they turned testing over to the VECs is When it
started going down hill. I know for a fact here ,that one ham was filling
out test for a bunch of his CB buddies. When he got caught the FCC pulled
his licsense. He filed to get them back. And he got them back. How many did
he get licsense for ? Did the FCC recall the illegal calls? No they did
not. The FCC will end up sticking all CW down on low end of each band 6 kc
