It is my understanding that ADA had nothing to do with the creation of 
medical waivers for the code exam. They came about because a now-dead King with the 
call JY1 asked President Bush I for a favor. The White House passed the buck 
downstairs to FCC and poof, we had waivers. And the King owed the Prez a favor.
