I agree 100%. There are also other factors:
- wide and narrow modes don't coexist very well
- there are those who want to toss out all subbands and have a free-for-all
- there needs to be an incentive/reward for the use of modes that require
less spectrum than, say, SSB. Just like there are diamond/HOV lanes for
carpoolers.
THe CW proficiency requirement was originally and ultimately based on the
idea

You will sometimes here tha counterargument that the requirement was so that
hams could understand other services telling them to move or shut down. But
that argument is specious.
Subbanding gives CW/RTTY/AMTOR/PACTOR/et al/ a chance, even if its only 25
> KHz or so of breathing room per band.

The same arguments about narrow vs. wide modes also apply to CW vs. "data"
modes.
