[CW] Darc survey and post Warc 2003 actions

Hello dear OMs:
I remember that our friends of the Deutsche Telegraphy Club in Germany did a
very well job during the DARC survey about the Morse test.
The DTC web site show thsi:
German Radio Amateurs voting for a retainment of the Morse Code requirement
for HF licensees - DTC 18/03/2002
The final voting results were
Total # of votes: 17455
pro CW: 8530
no CW: 7781
invalid: 1144
This clear result now is the very basis of DARC in representing the
interests of German radio amateurs both within IARU and in discussion with
the German administration
But, we received this new yesterday
The Authority for Telecommunications and Post Office Germany intends to
publish in the first day of Augus and Official Journal wich permits
provisionally the radioa amateurs CEPT class 2 with their current call sign
to work on short wave.
This release remains so for a long time an interim solution, until it is
recognized of the CEPT. It is however not to be expected that the CEPT has
objections against the german regulation.
This could experience the DARC in the early afternoon from the Federal
Ministry for economics and work.
