As if ALL of the spoken radio word, content aside, is intelligible ;-)

I used to argue that code is necessary as a gate keeper. I've no problem
replacing it with a reasonable broad technical/regulatory exam. Sure, the
EE's and lawyers will have it easier, but back in the day, the military
and commercial CW ops had an advantage so no big deal...If multiple
choice it should not be from a published pool and there should be some
radio related electronics/physics...
