[CW] Suggeston to ARRL/FCC concerning CW and the Amateur Radio Test

I sent an email about 2 years ago (plenty of time for them to think about it) 
to the ARRL, concerning  the (then) upcoming ITU vote on abandoning CW as an 
internationl requirement for amateur radio.   My suggeston was quite simple, 
and takes in the views of both sides of the argument.  Simply put: Change the 
rule that "Amateurs must pass a Morse test in order to receive a license to 
work HF".  To: 
"Amateurs must pass a Morse test in order to receive a license to work CW on 
lthe HF bands"

   "This will allow administrations the permission to issue licenses for HF 
to anyone who wishes to work  and mode except CW on the HF bands, but still 
would require a Morse test of anyone who wishes to work CW on those bands."  

   "CW, being a "skill" instead of just a knowledge base, sets it apart from 
all the other amateur modes, thus warranting this particular rule for that 
mode only. "

   Thats the whole kit and kaboodle of what I requested my ARRL rep to read, 
study, and pass on to the other voting members of the board.  He said it would 
be done.  I didnt hear another word about it, until they first came out 
saying they would abide by the wishes of the membership (against the change), and 
later to find out they renaged on their promises and were then saying they 
would support the FCC in the vote against keeping Morse as an international 
requirment.   

   That is a very simple change, and as I say, feeds the wishes of all 
members.  

   I suggest, once again, that we do the same thing internally and push the 
ARRL and the FCC to adopt this or a similar rule.  If anyone wants to take and 
run with this, feel free to do so.  They wisll certainly be receiving 
additional words from me, both about ignoring my initial suggestion, and about first 
accepting lthe memberships vote, and then going back on their word.  

   Please write your representatives, and other board members such as the 
President and other leadership of the ARRL, and also to the FCC board.  Lets make 
this a wave they will HAVE to listen to, or know that, if the FCC ignore us, 
the Congress will be requested to look into their actions, as non-represential 
to their constituants.  Dont just threaten it.  DO IT.
