Your essay is very much in line with the Wormser-Adsit-Dinelli Petition for
Reconsideration and Reply to NCI from the license "destructuring" in the US
in 1998-2000.  It is time to dust those off too.

We will need a multinational approach:  Since it is now in the hands of each
individual radio administration, fighting the reduction in CW requirements
will be like trying to pick up warm Jell-o.
