How much "protection" do we get from the existing Part 15 rules?  Touch 
lamps make a horrible mess in the hambands, yet as I noticed one day while 
browsing at Lowe's home improvement warehounse, there are no Part 15 FCC 
warning notices packed with these devices, and the store had more touch 
switches in stock than ordinary mechanical lamp switches.  They even sell 
versions to replace the permanent wall-mounted light switches in a home.

Imagine living next door to a house equipped with one or two of these things 
in every room.

And these are being hawked by obscure vendors from China, not major US 
corporate interests that are pushing BPL.
