a proceeding on a new technology or service."). Yes, and what it says
below is bureaucratic hogwash:

I just refused to buy a device which plugs into the electric lines of our
house and routes digital signals etc. without wires - sure, it routes
signals through my own power lines.. I already hear that stuff here, and
it is maddening. I thought it was temporary but it is permanent (not that
I am going to settle for it - the FCC needs a sample of what I live with
here). What I live with is a perfect match with what I hear by listening
to the samples mentioned below, and if that won't give rise to serious
concern, I have no idea what will, and it is not off topic, John, it is
very instructive and helpful:
