The rulemaking division of the FCC in charge of rulemaking is manned by 
career civil servants.  For example, Johnny Johnston was head of the 
division that governs ham radio from the early 70's through the late 90's or 
early 00's.  He actively pursued  his own agenda regarding the amateur rules 
for roughly a quarter-century, through several Democrat and Republican 
administrations.
