It seems to me that if gun owners, boaters, and drag racers--all of whom 
own potentially lethal hobby tools--can avoid pretty much all but the most 
basic federal (and state) regulation (yes, they have to register their 
toys) and rely pretty much on self-regulation, then why can't hams?

Are radio amateurs so poorly socialized that they cannot on their own 
develop, promote and adhere to proper practice on an organized, voluntary 
basis? Why, of all the hobbies, do we seek federal rules and enforcement 
for what in most cases comes down to basic common sense and courtesy? You 
don't have to be a Libertarian to ask this question.
