Extremely well thought out suggestions, much to the point of what I have been 
advising for some months now, but much more depth.  Below is what I wrote, 
just yesterday, and have been contemplating as the major points of a petition.


"1. Let anyone, passing a written test, have an HF license, without proving 
CW proficiency, thus giving them use of SSB, SSTV and other wideband modes. 
2. Require anyone who wishes to use CW, pass a CW test with higher speeds 
required, as the higher class test is achieved. In other words: Technician to use 
Morse would pass 5 WPM, General 12 WPM, Extra 20 WPM. If its worth achieving, 
then earn it. 
3. Continue sub-band separation of CW and other narrow band modes, from the 
SSB and other wide band modes. Use a 1 KC bandwidth as the separator for the 
sub-bands. In doing this, the FCC will help avoid future interference problems 
and there having to step in to adjudicate between operations on different 
modes.
4. Each higher license class should allow the operator more privileges, thus 
each higher classes wideband spectrum would be increased by 25 KC, at the 
bottom of each band. The Extras, for instance, would be allowed to operate SSB 
from 21,200 upward to the end of the band. The Generals would be allowed 21,225 
and up, and the Technician class would start at 21,250 and up. The CW/digital 
sub-bands should also be treated the same way, with an increasing advancement 
of license class, giving each operator an additional portion of the band in 
which to operate. This additional bandwidth would encourage all operators to 
continue to study and earn the right of the next higher class until they achieved 
Extra Class and would be able to operate in the total bandwidth of each band, 
and mode. 


I feel the above would answer to the wishes of both the NO-Coders, and those 
who wish code to remain a requirement on future testing. It would allow 
amateurs to continue to advance in their hobby, but not keep anyone out who truly 
wished to have a license and do or do not want to use the CW mode. We will never 
have 100 percent agreement, but I believe this will come as close as possible 
to allowing each of us at least a portion of our wishes, with a nod to those 
on the other side of the fence. "

it will be well in the affirmative, unlike those I have made, or intend to make 
on other petitions about this subject.
