[CW] Three to test

Someone on CW site said, That it takes three VEC to be present for test.  And 
not likely to be any cheating. I'm sure of one thing, there are a lot of 
illegal hams around. And a lot of cb'ers that know  more than three VE that are 
there X CB buddies . I know it has happen here for a fact. And some say it is 
very easy to get a license now with  Internet on line studing.And no need to 
cheat. I agree. I got my extra that way without missing a question. However some 
people only (study) how to get something for nothing.
