To be more effective, remember that we are in the period of Reply Comments,
since the initial Comment period ended on July 7.
The best Reply Comment would be to reference a comment from the initial
period and then agree or disagree with it.
In the initial period there were about 1750 comments against BPL, mostly
from hams, and about 50 for it, mostly from the companies that want to sell
the technology. Probably the most effective argument would be to reference
one of the arguments in favor of BPL and say why it is wrong.
FYI, the BPL industry has touted itself as an inexpensive alternative to
other forms of broadband that can go everywhere powerlines go (ie.
everywhere), solving one of the problems that Congress is concerned about:
rural Internet access. In reality, BPL costs about the same as cable and
DSL to provide and provides similar data rates. It has a distance limit of
2000 feet, after which they must provide repeaters, so access to rural
areas will get pretty expensive (by the way, DSL is supposed to be limited
by distance from the central office but could be extended just as far with
repeaters). The BPL industry still claims that they do not interfere with
anyone, but Ed Hare has demonstrated repeatedly that the interference
levels on HF are over S9.
