[CW] New entry level licence class

This is mostly from Arrl news letter vol 22 #31. To keep up with more dumbing

all Tech, Tech plus, Have all HF privileges. Immediately drop CW testing.  
Scotty Neustadter W4WW Of the (NCVEC Group)  Proposal is To have a entry level 
test for HF privileges. No code test. Just 20 questions. Can you guess how hard 
they will be . 50 Watts Max. Give me a break. These people will be using Icom 
756 etc. They will run them at 50 w ? CB'ers are going to love this. Come on 
in. We need plenty of people who dont work for anything. Look at the mess that 
happen with a flood of CB people. The FCC just threw up there hands and turned 
it over to them. We are heading down the same road. Dont waist time with 20 
questions. Just give everyone a license. BPL doesn't matter. Just a bunch of 
radio nuts. More people with computers. That matters
