You guys have it wrong.  The Directors have almost no power with ARRL. 
They are all naive enough to think they do, but they don't.  There are a
few "powers that be" running the ARRL along with the need for money from
the manufacturers and that combination drives the ARRL.  The no code
requirement is a done deal no matter what any of us do.  Sorry.
