Note also,  the FCC has extended the "reply" period for 
another (10 or 30 days) beyond 8/20.  Why? 

Someone requested an extension on July 30,  asked for
an added 30 days,  see today's ARRL web page. 

"an extension is necessary to provide sufficient time to analyze 
the large number of pleadings that have been filed..."  and,

""because of the large number of filings received so far and 
the complexity of the subject." The short extension of the reply 
comment period will provide sufficient time for concerned 
parties to fully analyze the information submitted in the 
comments...."
