As to the ARRL Morse exam survey printed in "QST."
It was a mail-in survey, you had to copy or clip the
page from "QST."

49. The Board next moved to consider Directors'
motions. Mr. Mendelsohn assumed the Chair at 1:27 PM.
Mr. Race yielded the floor to Mr. Stafford for the
purpose of allowing the President to offer a motion.
On motion of Mr. Stafford, seconded by Mr. Race, it
was unanimously voted that the following resolution
is ADOPTED:
WHEREAS, WRC-99 will discuss, among other things,
whether testing the Morse code ability of certain
amateur licensees should be retained as an
international treaty obligation; and
WHEREAS, input from the membership of ARRL, through
the recent READEX survey, shows that the majority of
members responding favor the retention of Morse Code
for HF operating privileges;
NOW, THEREFORE, BE IT RESOLVED, that with regard to
possible modification of Article S25 of the
international Radio Regulations, the report of the
ARRL WRC-99 Planning Committee is accepted and the
recommendations are adopted as ARRL policy; and
BE IT FURTHER RESOLVED, that the ARRL not support
changing the existing treaty requirement for the
demonstrated ability to send and receive Morse
code; and
BE IT FURTHER RESOLVED, that the Executive Vice
President is instructed to publish the conclusions of
the WRC-99 Committee in QST and to forward
them to the IARU Future of Amateur Service Committee
(FASC) as the ARRL response to the FASC discussion
paper.
