Surely the ARRL, like 90% of active hams, knew the WRC2003 was going to 
drop the CW requirement. Wouldn't it seem the responsible thing to do to 
plan for it? Even in July, the BoD never even discussed it.

'No sense of urgency, indeed' The ARRL still has its head in the ground. 
(Or somewhere else I can't say in polite company)
