the ARRL Letter) that the matter was conspicuous by its

It is ARRL's news policy to report on petitions filed with the
FCC only after they have been put on public notice by the FCC
(ie, given an RM number) and comments invited. The NCVEC
petition is not the only one that has been filed, by the way,
and others have indicated an intention to file similar
petitions.
