40 meters should be available all day long, unlike 20 which DOES close down due to props.   It just that 40 meters isnt a very long band for daytime use, and if you live outside a heavily populated area (say 500 to 600 miles, you wont hear much in the daytime.  Over the decades I have been on the air (almost 4) I have never seen 40 completely dead, but pretty sparce pickins midday in places like ET3 SV0 and even YV5.  Here in Virginia, I usually find a few in the daytime.  Well, I have never seen it dead, unless there is a SID (sudden ionaspheric disturbance) on, and then all the bands can be so dead that you think your antennas are gone. Luckly that doesnt happen often.
