[CW] ARRL refused to support code requirement

There isn't a CW exclusive band segment in the HF/MF bands. There are
digital exclusive segments. With thousands of CW hating computer
operators, using their computers to operate radios as RF modems the
digital bands will be miserable for anybody who dares to use a speaker
or phones. The computer operators won't care, they would no more listen
to the radio speaker than to monitor the phone line with a speaker while
using a dial up modem internet connection. It would just be another way
of transferring data. That is why I say we need CW only sub-bands, not
just digital only sub-bands.
