It works l ike the dwell meter we used to use to set  the old mechanical 
distributor points on a car (remember those?)

Even simpler is to tune the rig up on a clear frequency and use the 
transmitter plate meter  (or the DC input meter position on a  transceiver) 
to make the 50% adjustment.  Of course, this assumes a mechanical analog 
meter.  It wouldn't work with a l.e.d.-type flasher  indicator.
