[CW] SSB below 7100?

Hi Will.
Here in Canada SSB ops can work anywhere on 40 Meters.
However it is very rare for them to be below 7.050.
This only remains under control from the gentlemans agreement,
they can operate legally anywhere in the band.
Most of the ops follow the gentlemans agreements on all bands,
on 80 meters I notice a tendency for the Canadian SSB ops to
slowly go lower and lower, there are a few on 3630 in the evenings.
If the U.S. hams go below 3750 on 80 then you will see the Canadians
slide down another 25 KHZ on SSB.
This would apply to other bands such as 40 and 20 if the Americans
slide down below, for e.g.14.150 MHZ...
