Will,

As I understand it, many other countries do not have mode-specific subbands
like the US. They also have very small amateur populations. In practice, they 
tend
to follow "gentleman's agreements" as to where they operate which mode. 

40 meters is under a double whammy because in most of the world 2 hams have 
only 7000-7100. 

What you may be hearing is the result of very good propagation.
