I agree.  I have no problem with QRO.  In fact, it can be aggravating when 
someone comes back QRP and you have to dig him out of the noise, when just a 
little more power would bring the signal out of the noise. Sometimes it 
seems like everyone I work on 40m CW is QRP, proudly telling me thru the QSB 
that they are running < 5 watts.  I wish the power limit were 1500 watts 
AVERAGE (MEAN) power output with all modes.
