"I utterly oppose the reallocation of existing non-SSB frequencies for
the following reasons: 1) Existing SSB allocations are adequate as long
as reasonable order and behavior are followed; 2) Non-SSB modes
encourage experimentation; 3) Morse code(CW) operation is a mode of
choice for developing ("3rd world") countries due to the simplicity of
CW equipment compared to that required for SSB; and 4) Young operators
in this country and elsewhere frequently must use such simple equipment
due to the ease of construction and/or relatively lower costs of
equipment used for Morse code(CW) operation."
