I am proposing that the current "novice" segments be cleared of current uses and
be reserved for non-traditional/experimental uses such as digitized voice and
image modes, that current power limitations (200W) be retained, and that all
transmitters in those segments have auto-adaptive output power circuitry to
automatically reduce output power to the minimum level required to provide
reliable communications.
