According to the FCC web site:  "To apply for a GMRS system license, you 
may file online through the Universal Licensing System (ULS)."

Go to http://wireless.fcc.gov/uls/ and select "Online Filing."  Log on with 
your FRN, select "New" application and then select "ZA - General Mobile 
Radio (GMARS)"
