My cursory examination of the Washoe County Development Code (Section 
110.306.10) indicates a 35 foot maximum height for unattached accessory 
structures, so that points to the need for a special permit of some kind if 
you want to go above that.  (See 
http://www.co.washoe.nv.us/comdev/comdevcode/comdevcode_index.htm). 
Hopefully we can find someone with information on the permit process required.

In any case, be sure to check the property you are interested in for 
CC&Rs.  Since CC&Rs are considered private contracts, if they restrict 
towers neither Federal PRB-1 or Nevada AB-61 provisions will be able to 
help you.
