Greetings to everyone in the Nevada Section!

The month of July was unbelievably full of very important events
affecting ARRL members in general and the Nevada Section in particular.
July 18-19 was the summer meeting of the ARRL Board of Directors in
Newington, CT, where among many other pieces of business they were presented
with a detailed evaluation of the ARRL field organization prepared by their
Volunteer Resources Committee (VRC). Minutes of the board meeting can be found
at http://www.arrl.org/announce/board-0307/ and I ask you to pay particular
attention to Minutes 17, 25, 26, 27 and 29.

The complete 22-page VRC report can be downloaded as a MS Word document
from http://www.cvrc.net/files/vrc071803.doc or as an Adobe Acrobat PDF
document from http://www.cvrc.net/files/vrc071803.pdf. This document will
provide a blueprint for the field organization in the Nevada Section for the
next decade. I will be chronicling those changes as they happen.

We also had three major personnel recognitions take place during the
month of July. First, Joe Giraudo N7JEH <[email protected]> was awarded the ARRL
2002 Excellence in Recruiting (EIR) Award by the ARRL Board of Directors. The
EIR award is an annual national award recognizing a person who has repeatedly
demonstrated the highest standards of amateur radio recruitment.

Next we had the tremendous good fortune to obtain the services of Don
Carlson KQ6FM <[email protected]> as Public Information Coordinator (PIC) in the
Nevada Section. Don comes to us with a career in public broadcasting and media
relations. From his own professional sound studio Don will be producing,
distributing, promoting and coordinating public relations activities
throughout the section.

Finally and most recently, Matt Parker N7TOD <[email protected]> has
accepted appointment as Section Traffic Manager (STM). When you read the VRC
evaluation of the ARRL field organization you will understand the vital role
the STM will play as we build--and in many cases, rebuild--a traffic handling
system that will integrate the best of NTS and ARES into one responsive
emergency communications partnership.

You will be able to meet and hear from all of these people at the 2nd
annual ARRL Forum to be held in Carson City on Saturday, August 23rd. In
addition to ARRL Pacific Division Director Bob Vallio W6RGG <[email protected]>,
nine of the eleven cabinet members from around the state will be there to
report on the "State of the Section" and to answer your questions.

I am extremely saddened to report the passing of George Lyle K7ZAU of
Carson City. George became a silent key on July 24th, silencing forever one of
the most distinctive voices and personalities in amateur radio. A good and
loyal friend, George will be missed by all with the good fortune to know him.

Congratulations go to Doug Abramson KA7FOO <[email protected]> for
his recent appointment as Net Manager for the Western Nevada Noon Net. Doug
takes over from Matt Parker N7TOD who is most appreciative of the help.

District Emergency Coordinator Glenn Hale KB7REO <[email protected]>
and Clark County Emergency Coordinator Charlie Kunz AA5QJ <[email protected]>
were interviewed by Fox News about SKYWARN weather spotting. The interview
aired on Jul 19, showing Charlie's ham and weather stations and Glenn's mobile
installation.

Glenn Hale KB7REO also reports that Las Vegas Regional SKYWARN (LVRS)
<http://www.qsl.net/lvr-skywarn/> was activated five times in one week and
Matt Parker N7TOD reports Washoe County SKYWARN <http://www.renoskywarn.org>
was activated seven times during the last eleven days of the month. All of
this activity caused by severe thunderstorm activity throughout the state.

Everyone is starting to plan for the nationwide Simulated Emergency Test
(SET) scheduled for October 4th. Please check with your local Emergency
Coordinator to see what plans are being made in your area.
