I'm also just getting started in APRS. There are auction sites that sell
the Motorola GPS boards cheap. The conversion TAPR sells takes it to
RS232, so you can use Street Atlas, etc. A smart tnc that builds the
packet message with your ID and location information is next.
Resolving the location on the internet is easy with findu - see first
link below. It also shows the raw packet data.
You don't really need software if your APRS target is just a 'rabbit'
(outside of the TNC, which is often just a 'pic' - see second link).
TAPR and others have links to download software for non-java location
resolvers.
Like I said, I'm just getting started, and being Elmer'd by a SoCaL ham
