[CVRC] Packet Update

The packet station at the NWS Office is back up and on the air.  One change
to note:  the KaNode is no longer "WX7RNO-7", it is now
"RNOWX".  Connecting to WX7RNO will still get you the keyboard and WX7RNO-1
will get you the maildrop.  In order to connect to the KaNode function, you
now need to connect to RNOWX.  Hopefully, this change will be more
functional for all.  Connections from RNOWX to YRGTN and out of the area
are working very well at this time.
