Subject: [PVRC] Sweepstakes and Circle Q/A Version 1.0

Dear Interested PVRC Members;

As promised, here are some answers to questions that
have been asked. There will likely to one additional
post LATE this evening.

Jim Nitzberg WX3B

Sweepstakes Forfeit & PVRC Circle: Questions and
answers

Date: 05/18/07 3:31pm

Q: How can I measure my distance to the circle
Center? How is this done? Where is our center?

A: Mark, KD4D will be posting this information
(hopefully) later this evening. Please remember a
group of us are (or will be) at Dayton this weekend,
so information flow may be slow.

Q: I understand the circle may move. What happens if
I'm no longer in the circle after it moves? Does this
mean I'm not a PVRC member? Should I resign?

A: The circle will probably move. Unfortunately,
there is absolutely no way to include all active club
members in a circle with a radius of 175 miles, from
ANY point - however - Participation in ARRL sponsored
events does NOT dictate club membership.

Once you are a PVRC Member you are ALWAYS a PVRC
member!

You may still participate in any event, however you
are no longer able to contribute to the Unlimited club
score, if it is determined that you are outside the
boundary of the ARRL competition circle.

Q: What happens to my PVRC Award Points/Awards if I
get re-classified as outside of the ARRL club
competition circle?

A: We will have a snapshot of all active members that
are displaced as a result of this process. Those
members will continue to be eligible for ALL PVRC
points and awards, unless they move substantially
further away from the ARRL competition circle center.

In other words - since the member did nothing wrong -
they can continue to enjoy PVRC fellowship (meetings),
PVRC awards (the 5m plaque, etc.) - in fact the only
thing a "displaced" member can no longer participate
in, is adding their "points" to the PVRC Unlimited
total score.

Q: How are you basing your decision on where to move
the circle?

A: This will be a well thought through process,
reviewed carefully by your Officers and Trustees,
based upon where the majority of our scores come from
today, and where the anticipated regional growth (in
available contesters) will come from. In Summary, we
will align it so that we can be most competitive in
the contests we enjoy.

Q: Why not considering a proposal to as the ARRL and
other club sponsors to INCREASE our circle diameter,
therefore eliminating the issue?

A: Certainly, this is a long term solution, to make
the circle radius large enough to include EVERYBODY.
Unfortunately, this problem needs to be solved in a
period of months - not years. Long term - the idea of
starting a process to increase the circle limits (in
the ARRL rules) may be a good idea, however we need to
have our 175 mile circle clearly defined - soon.

Q: I heard that there is also a CQ competition circle
of 171 miles in radius! Are we going to define a CQ
Circle as well?

A: I don't know the answer to this question yet.

We will certainly look carefully at this rule during
this process so we can make sure we only have to go
through process once!

Q: How do we know that "other clubs" aren't doing the
same thing we just called ourselves on?

A: We don't know for sure - however - the web sites
of most other contest clubs talks about participation
in club competitions in terms of a well documented 175
miles radius circle, and they establish a GPS center
and let you plug your own coordinates into it!

If you're 175.1 miles away, you can't compete. Two of
the tree Unlimited clubs I reviewed have "GPS
calculators" right there on their web site. This
certainly doesn't guarantee perfection, however I
think these are all steps in the right direction.

Q: Can someone (outside the competition circle)
assign their "points" to a chapter and let the
"chapters" compete?

A: In past events (including SS) we have held chapter
vs. chapter competitions to further fuel the
competitive spirit! There is no limit to how you can
organize the competition; the only limit we're talking
about here is the 175 mile radius limit. Chapter
competition could exist even within "in circle"
groups.

Q: Will we (PVRC) notify people that have been
actively submitting club scores if the circle "moves"
them more than 175 miles from the radius?

A: Yes.
