RONALD M. SOKEL, K4KHZ WINS THE 2004 ARRL ROANOKE DIVISION SERVICE AWARD.

The ARRL Roanoke Division Service Award was created by Vic Clark, W4KFC in
1968 to honor Roanoke Division amateurs who have devoted their time and
effort over many years to the improvement of Amateur Radio and the ARRL.  I
am pleased to announce that the 2004 Service Award has been awarded to Ron
M. Sokel, K4KHZ from Rich Creek, Virginia.

Ron was first licensed in 1958 as WV2EDU in New Jersey and was involved with
ARES during the northern New Jersey floods.  He established Amateur Radio
stations at the Lake Riviera Middle School and at the Sea Girt Elementary
School and taught students to become licensed Amateur Radio operators.  In
1975 he moved to Virginia and was relicensed as KF4KNW.  He was appointed
ARES Emergency Coordinator and developed the first active Giles County
Amateur Radio Emergency Service unit and taught most Giles ARES members
General Class license and CW requirements to help them upgrade.

He was the founder and charter member and two term president of the Virginia
Appalachian Wireless Association and brought the VAWA to Special Service
Club status within one year.  He is an ARRL VE and established the VAWA
teaching unit.  He wrote the BIG PROJECT grant request for the William Byrd
High School and it was one of the first 14 grants approved by ARRL for
funding.

He taught Amateur Radio licensing at Wytheville Community College for 2
years, specializing in teaching individuals with handicaps code and radio
operation.  He was appointed DEC for district 13 and established ARES mobile
units for rapid response and mutual assistance during communications
emergencies in the western part of Virginia.  He accepted the position of
assistant to the Virginia Section ARES Section Emergency Coordinator and
helped in the reorganization and administration restructuring of Virginia
ARES with the supervision of Tom Gregory, N4NW, SEC of Virginia.

He wrote and received Homeland Security grants for several counties in
Virginia to establish emergency operation centers in their jurisdictions.
He is now serving as Public Information Officer for VAWA.  He has earned
WAS, DXCC and WAC operating awards and has completed Skywarn, Red Cross and
ARRL EmCom level 1 courses.

He is a member of ARRL, QCWA and FISTS.

The Roanoke Division Service Award will be presented to Ron at the Ole
Virginia Hams Hamfest in Manassas, Virginia in June.




SYNOPSIS OF MAJOR ARRL BOD ACTIONS

1. Recognition of Volunteer Examiners - Implementation of a listing of
volunteer examination participation by state and call sign to be published
and available to all via the ARRL web site.

2. Established an ARESCOM Committee - The committee shall be known as the
ARESCOM Management team and shall be appointed by, report to, overseen by
the ARRL Field Educational Services Department.

3. Establishment of a Triple Play Operating Award - The purpose of the award
is to encourage operating activity and the acquisition and development of
operating skills using a variety of modes, e.g., Digital, Phone, and Morse.

4. Regulation by Bandwidth Petition - It was agreed that the following items
need to be included:

a. In the segment 10.135 to 10.150 MHz, non-telephony not to exceed 3kHz
bandwidth can be transmitted

b. Test transmissions authorized on most frequencies above 51 MHz shall not
be permitted to be "continuous"

c. Section 97.309 shall be clarified to specify that amateur stations may
use any published digital code as long as other rules are observed.

In addition, the Executive Committee shall, not later than June 30, 2005,
further consider and evaluate the ramifications of retaining, deleting or
amending Section 97.221(b) and/or 97.221(c) regarding automatic control of
digital transmissions. This evaluation shall include, but not be limited to,
the effect of these rules, and the effect of proposed changes in these
rules, on APRS and other current and planned digital communications in the
HF bands.

The Roanoke Division ARRL Service Award was instituted on 1968 by Roanoke
Division Director, Vic Clark, W4KFC.  Vic intended the award to be
recognition for a long history of significant and consistent contribution to
Amateur Radio.  The amateur selected would have, over the years, dedicated
much of his or her time to Amateur Radio and the ARRL Nominees and resumes
are encouraged and accepted from any amateur in the Roanoke Division.
Winners of the service award become members of the selection committee and
vote on which nominee should be honored the next year.  An individual can
receive the award only once.  The administration of the award is done by the
Roanoke Division Director.
