OK ! Looks like Tony K1OC has the correct answer.

Commercial licenses are given serial numbers as callsigns which can be
infinite.

Amateur Radio Licenses are assigned callsigns beginning with A, N, K or W
assigned to the USA.  If your ham license was issued forever, they would
run out of callsigns instead of being able to reissue them.
