[CTSARA] Monthly VE Exams in Lower Fairfield County

Starting next month, lower Fairfield County will be having VE exams every
month.  SARA will be running exams in March, June, September, and December,
and GNARC will be running exams in the other months.

The schedule for the rest of the year is
