In-Reply-To: References: Message-ID: Current forecast is for winds to pick up later today (Sat) but only to the 10-20 mph range, with winds picking up sharply tomorrow (Sunday) afternoon/evening into the 25-39 mph range with gusts up to 59 mph. Timing is really a question. The current forecast is based on the storm slowing its forward movement due to high pressure over New England. HOWEVER, ocean waters off DE/MD/NJ are at record high temperatures which will give strength back to the storm, possibly allowing it to push through the high and hit us sooner than currently forecasted. It is even possible that it will turn into a full hurricane while it is off the DE/MD/NJ shore. Present forecasts indicate this will be more of a wind event than a rain event for us in southwestern CT, except for those right at the shoreline who may experience some flooding. Again though, these record high ocean water temperatures are an unknown. If the storm strengthens, it could cause extensive rain in the area Sunday, Monday and on into the middle of the week. That could also give us winds in the full tropical storm range (sustained winds of 40 to 73 mph). By the way, the storm is expected to hang around off the DE/MD/NJ shore through the middle of the week. If you have property along the NJ shore, you could be in deep trouble. If you have relatives/friends/acquaintances who live at the DE/MD/NJ shore, you should be encouraging them to depart the area. Damage along the DE/MD/NJ shore could be as bad as what they had from Sandy. 73 Jon, WB2RYV On Sat, Sep 3, 2016 at 7:23 AM, Tom Alessi wrote: > What Day/Time are we expecting the wind to start? Trees coming down means power lines coming down so we may see some significant power outages here in lower Fairfield County. Some things to remember about power outages and wind storms: 1.? It is not too late to go out and stock up on ater and basic food supplies (especially food supplies that don't need refrigeration or cooking like bread and peanut butter).? Figure a gallon of water per day per person, minimum of three days.? Don't forget food and water for pets and for your kids (depending on whether or not you like your kids).? If you have teenagers - well, then double or triple the amount of water and food needed. IF YOU ARE GOING TO GO TO THE SUPERMARKET, DO IT EARLY THIS MORNING - THERE WILL BE A SIGNIFICANT RUSH AND SIGNIFICANT INVENTORY OUTAGES BY THIS AFTERNOON!!! 2.? It is not too late to go to the hardware store and stock up on batteries, plastic sheeting, tarps, and duct tape.? Batteries in case of power failures, the rest for covering broken windows and leaks in case of damage to the house (e.g., from falling trees).? And while you're at it, get a couple of extra LED flashlights or room lights. 3.? It is not too late to stock up on any prescription medicines you need, just in case!!? Don't forget basic first aid supplies such as antiseptic creams, bandages, and tape. 4.? It is not too late to get to the phone store and buy an external battery for your phone.? These things can be used to recharge your phone without wall power.? NOTE:? many of the external batteries are waaay undersized for smart phones.? For example, those cute little cylindrical ones (2200 mAH) that Bed, Bath and Beyond and CVS sell can only charge a smart phone battery to about 30%.? Go to the phone store and get one that will fully recharge your phone. 5.? Remember to take in outside objects that can become missiles in strong winds, such as lawn/patio furniture, kiddy pools, other junk that's laying around outside (bicycles, kiddy toys).? Take in your garbage pails, or at least move them out of the wind and lay them on their sides. 6.? Remember that GPS, Data (3G and 4GL), and Wi-Fi eat cellphone batteries like crazy.? Unless you absolutely positively need them (and we usually don't), turn them off if power is out (how to turn them off depends on the phone).? It does mean that you may have to wait to post those 873 photos to Facebook/Instagram, but we all have to make sacrifices. 7.? Your cell phone's basic phone function eats battery like crazy if it can't find a cell tower signal, so turn it off if you don't have a good cell phone signal.? You can go into Airplane mode instead of turning it off.? Some phones (like the Samsungs) have "ultra" power saving modes but the "ultra" modes will still use battery if you don't have a good cell phone signal.??? 8.? It's not too late to make a communications plan with people outside the storm area.? Something that will reduce the amount of time you spend using your cell phone.? For example:? "we will call Susan (our eldest) every four hours and give her an update.? Please call her for an update, do not call us.? If you call us, we will not answer (and may even have the phone turned off).? Susan's phone number is .... ". 9.? If you can't get calls through on your cell phone because of cell tower overload (you have signal, but calls just never connect or they keep dropping after a few seconds), remember that text messages will probably get through (because they use a small fraction of the cell tower resources that a phone call uses).? A quick "we're okay" text message is more than enough, you don't have to give a wind gust-by-wind gust, raindrop-by-raindrop description to people while power is out.? Plus of course, it frees up the cell towers for important use. NOTE:? Contrary to popular belief, most cell towers in this area have stayed up during major storms like Irene and Sandy.? At worst, their batteries ran out after 48-72 hours, which is equal to or even better (in some cases) than what AT&T landlines (now Frontier) can do in the areas that use fiber optic cables (most areas of Stamford below the Merritt and most areas of Norwalk below the Merritt). I have one more. We have prolonged power outages due to downed trees knocking out power lines. Go out and buy an expensive bulb type syphon that's capable of handling gas. This lets you start the syphoning action easily. Fill all of your cars' gas tanks. Then, if a prolonged emergency happens, you can siphon gas out of your cars' tanks for emergency generators. I like this approach rather than storing several gas tanks in the garage. You don't have to worry about increased risk of fire in your garage, the gas is fresh compared to small gas tanks sitting in your garage for months (even with gas stabilizer), and you have a much larger supply of gasoline available to you. Just filled my tank. Wow, gas prices really went up on Labor Day weekend. Batteries in case of power failures, the rest for covering broken windows and leaks in case of damage to the house (e.g., from falling trees). And while you're at it, get a couple of extra LED flashlights or room lights. 3. It is not too late to stock up on any prescription medicines you need, just in case!! Don't forget basic first aid supplies such as antiseptic creams, bandages, and tape. 4. It is not too late to get to the phone store and buy an external battery for your phone. These things can be used to recharge your phone without wall power. NOTE: many of the external batteries are waaay undersized for smart phones. For example, those cute little cylindrical ones (2200 mAH) that Bed, Bath and Beyond and CVS sell can only charge a smart phone battery to about 30%. Go to the phone store and get one that will fully recharge your phone. 5. Remember to take in outside objects that can become missiles in strong winds, such as lawn/patio furniture, kiddy pools, other junk that's laying around outside (bicycles, kiddy toys). Take in your garbage pails, or at least move them out of the wind and lay them on their sides. 6. Remember that GPS, Data (3G and 4GL), and Wi-Fi eat cellphone batteries like crazy. Unless you absolutely positively need them (and we usually don't), turn them off if power is out (how to turn them off depends on the phone). It does mean that you may have to wait to post those 873 photos to Facebook/Instagram, but we all have to make sacrifices. 7. Your cell phone's basic phone function eats battery like crazy if it can't find a cell tower signal, so turn it off if you don't have a good cell phone signal. You can go into Airplane mode instead of turning it off. Some phones (like the Samsungs) have "ultra" power saving modes but the "ultra" modes will still use battery if you don't have a good cell phone signal. 8. It's not too late to make a communications plan with people outside the storm area. Something that will reduce the amount of time you spend using your cell phone. For example: "we will call Susan (our eldest) every four hours and give her an update. Please call her for an update, do not call us. If you call us, we will not answer (and may even have the phone turned off). Susan's phone number is .... ". 9. If you can't get calls through on your cell phone because of cell tower overload (you have signal, but calls just never connect or they keep dropping after a few seconds), remember that text messages will probably get through (because they use a small fraction of the cell tower resources that a phone call uses). A quick "we're okay" text message is more than enough, you don't have to give a wind gust-by-wind gust, raindrop-by-raindrop description to people while power is out. Plus of course, it frees up the cell towers for important use. NOTE: Contrary to popular belief, most cell towers in this area have stayed up during major storms like Irene and Sandy. At worst, their batteries ran out after 48-72 hours, which is equal to or even better (in some cases) than what AT&T landlines (now Frontier) can do in the areas that use fiber optic cables (most areas of Stamford below the Merritt and most areas of Norwalk below the Merritt). Missing from the list that is on my list is: 1) Charge all your HT batteries and put the long whips on them. 2) Charge your backup AA batteries for the HT replacement packs. 3) Fill the car with gas. 4) Fill your generator fuel source, 5) Pre-start your generator and make sure the gas is good. (Mine isn't starting so I'm letting it sit. If it doesn't start in 30 minutes I will probably need to pull the plug and check it,) Also make sure it has enough oil. 6) Send an email to family and friends away from the storm zone and inform them of when you will contact them again so they know you are safe (i.e. I will call you everyday at noon, etc.) 7) Fill the propane tank for your grill in case you need it to make coffee :-) 8) Go to your local bakery and get lots of donuts for #7. "The bill is passed without objection." With those words, Amateur Radio history was made on September 12, when the US House of Representatives approved the Amateur Radio Parity Act, H.R. 1301 on a voice vote under a suspension of the rules. The focus of the campaign to enact the legislation into law now shifts to the US Senate. The House victory culminated many years of effort on ARRL's part to gain legislation that would enable radio amateurs living in deed-restricted communities to erect antennas that support Amateur Radio communication. The measure calls on the FCC to amend its Part 97 rules "to prohibit the application to amateur stations of certain private land-use restrictions, and for other purposes." While similar bills in past years gained some traction on Capitol Hill, it was not until the overwhelming grassroots support from the Amateur Radio community for H.R. 1301 shepherded by ARRL that a bill made it this far. The legislation faces significant obstacles to passage in the US Senate, however. "This is huge step in our effort to enact legislation that will allow radio amateurs who live in deed-restricted communities the ability to construct an effective outdoor antenna," ARRL President Rick Roderick, K5UR, said. "Thanks to everyone for their help in this effort thus far. Now we must turn our full attention to getting the bill passed in the Senate." ARRL Hudson Division Director Mike Lisenco, N2YBB, who chairs the ARRL Board's Legislative Advocacy Committee, has been heavily involved in efforts to move H.R. 1301 forward. "This has been a multiyear effort that is finally seeing some light," he said. "The passage of the bill in the House is a major accomplishment, due to the hard work of so many - from the rank-and-file member to the officers and directors." Lisenco said it's not a time to rest on our laurels. "We are only halfway there. The focus now shifts to our effort in the Senate," he said. "We are beginning a massive e-mail campaign in which we need every member to write their two Senators using our simplified process. You will be hearing from President Roderick and from your Directors, asking you to go to our 'Rally Congress' page. Using your ZIP code, e-mails will be generated much like our recent letter campaign. You'll fill in your name and address and press Enter. The e-mails will be sent directly to your Senators without you having to search through their websites." The "Rally Congress" web page can be found at, https://arrl.rallycongress.net/ctas/urge-senate-to-support- amateur-radio-parity-act . Lisenco said getting these e-mails to members' Senators is a critical part of the process. "Those numbers matter! Please help us help you by participating in this effort," he said. As the amended bill provides, "Community associations should fairly administer private land-use regulations in the interest of their communities, while nevertheless permitting the installation and maintenance of effective outdoor Amateur Radio antennas. There exist antenna designs and installations that can be consistent with the aesthetics and physical characteristics of land and structures in community associations while accommodating communications in the Amateur Radio services." During this week's limited debate, the House bill's sponsor, Rep Adam Kinzinger (R-IL), thanked ARRL and the Community Associations Institute (CAI) for reaching an agreement to move the bill forward "in a bipartisan and very positive manner." He pointed out to his colleagues that Amateur Radio antennas are prohibited outright in some areas. "For some this is merely a nuisance," Kinzinger said, "but for others - those that use their Amateur Radio license for life-saving emergency communications - a dangerous situation can be created by limiting their ability to establish effective communication for those in need." Kinzinger said that in emergencies, hams can provide "a vital and life-saving function" when conventional communication systems are down. He also praised the Military Auxiliary Radio System (MARS), a US Department of Defense-sponsored program, comprised largely of Amateur Radio volunteers, that also supports communication during emergencies and disasters. Cosponsor US Rep Joe Courtney (D-CT) also urged the bill's passage. "This is not just a feel-good bill," Courtney said, recounting how Hurricane Sandy brought down the power grid, and "we saw all the advanced communications we take for granted...completely fall by the wayside." Ham radio volunteers provided real-time communication in the storm's wake, he said, saying the legislation was a way "to rebalance things" for radio amateurs who choose to live in deed-restricted neighborhoods by enabling them to install "non-intrusive antennas." Courtney noted that he spoke recently with FCC Chairman Tom Wheeler, and said that Wheeler "strongly supports this legislation." Leading up to the vote, Rep Paul Tonko (D-NY) also spoke in support of the legislation, calling it a commonsense approach that would build "fairness into the equation for Amateur Radio operators" in dealing with homeowners associations. The earlier U.S. Senate version of the Amateur Radio Parity Act, S. 1685, no longer is in play, and the Senate is expected to vote by unanimous consent on the version of H.R. 1301 that was adopted by the House on September 12. What was needed was 'permitted Public or Private space', capable of supporting at least one station, with an Antenna and either portable or commercial power. I looked up over my roof to the SW, and there in a flash the answer was clear! My 6 band Hex Beam antenna, is waiting the call to action! Weather Permitting; I extend this invitation to all interested Members of GNARC & CTSARA as well as our friends to the East at FARA., to come by, to my humble home, Saturday Morning from 9:00 am to 12:00 Noon for coffee, conversation or just to work some DX. My home is exactly two crow flying miles from where we usually assemble. As space is limited, RSVP is requested. Short on time and quick in-and-outs always welcome. Steve will discuss digital modes JT65 and JT9. Both have become very popular digital modes? that operate as weak signal low power modes. These modes allow hams to communicate globally with just a few watts and mediocre antennas. This is an excellent opportunity learn more about these modes from the QST editor an experienced user himself. Steve has also been invited to present the same topics as a featured speaker at the Nutmeg Hamfest. We are pleased that he agreed to speak to our local clubs. There will be coffee and nibbles available from 7:00p to 7:30pm so come early and socialize a bit before the meeting. The meeting will start at 7:30pm. The topic of discussion will be a very timely one - an update on backup power for the home, including the latest in generator offerings and battery offerings that can keep a house going after a major power failure. Why timely? Because there is a hurricane (Mathew) churning through the Caribbean, and most of the models are predicting that it will hang a right and head up the East Coast of the U.S., with the potential to reach us over the Labor Day weekend with at least tropical storm-level winds. Wouldn't that be fun. And let's not forget that the worst power failures are usually winter failures caused by icing - and guess what we may get a lot of this winter.
