I have been thinking about this for quite a while especially when I work
someone from eastern Europe with calls like S58Q.

Many people want short calls for various reasons.  Currently the FCC allows
1x1 calls, such as K1A for 2 week special events stations.  1x2 and 2x1
calls (such as K1TA and WB1L) for extra class operators.

Why doesn't the U.S. allow us to have calls like Slovenia and issue 1x2x1
calls for Extras?   We could have calls like N55A, W21B, K77A, K23K, etc.
The calls are ITU compatible.  Kind of a cool thought and some of those
calls actually sound good on the air.

How do I petition the FCC?
