[CTSARA] Scam/Virus Warning

Some people have received email invoices from something called the
Connecticut Emergency Network for "use of their frequencies".

It's a scam.  There is no such thing as the Connecticut Emergency Network.

The invoice includes an attached file that supposedly explains all the
benefits and services provided.  Do not open it.
